US lawmaker targets Nvidia chip smuggling to China with new bill – Technology

An American legislator plans to introduce the legislation in the next week to verify the location of the artificial intelligence chips such as those performed by NVIDIA after they are sold.

The effort to monitor the chips, which threw the bipartisan support of US legislators, aims to address reports or broad smuggling or Chinese chips to China in violation of US export control laws.

Nvidia chips are a critical ingredient to create AI systems such as chatbots, image generators and more specialized that can help create biological weapons. Both President Donald Trump and his predecessor, Joe Biden, have implemented faster export controls of Nvidia chips to China.

In the last fiscal year of Nvidia that ended on January 26, China generated $ 17 billion in revenues, or 13% of the company’s total sales.

But Reuters and other news organizations have documented how some of the chips have continued flowing to China, and Nvidia has publicly affirmed that it cannot track their products after they are sold.

The United States representative, Bill Foster, a Illinois Democrat who once worked as a particle physicist, said technology to track fries after they are easily notable, and much is already integrated into the Nvidia chips. The independent technical experts interviewed by Reuters agreed.

Foster, who successful designed multiple computer chips duration of his scientific career, plans to introduce in the coming weeks a bill that would tell the regulators of the United States to come with rules in two key: track chips to ensure that they are live live, they live live live. The chips from the start if they have no license under the export controls.

Foster told Reuters that they are already credible reports, some of which have not been publicly revealed, or the smuggling of chips that occurs on a large scale.

“This is not a problem of image faout,” Foster told Reuters. “Now it is a problem, and at some point we will discover that the Chinese Communist Party, or its military, is busy designing weapons using large varieties of fries, or simply working (artificial general intelligence), which is like nuclear.”

Nvidia declined to comment for this story. Chips smuggling has tasks about the new urgency after the appearance of Deepseek of China, whose AI systems raised a strong challenge for US systems and were built with Nvidia chips that were prohibited for sale to China, according to Fosería analysts. Prosecutors in Singapore have accused three people, including a Chinese citizen, fraud in a case that involved servers that may have Nvidia chips contained.

He thought he does not have a leg of wide use, there is already technology to verify the location of the chips. Alphabet Google already tracks the location of its internal and others chips in its fixed network of data centers for security purposes, according to two sources with direct knowledge or their operations.

Google did not respond to a request for comments.

Foster legislation would give the United States Department of Commerce six months to create regulations to require technology.

Bipartisan support

The Foster bill has support from other Democrats such as the representative Raja Krishnamorthi, the classification member in the China Select Committee of the House of Representatives. “The verification of location in the chip is a creative solution that we must explore to stop this smuggling,” said Krishnamgoorthi in a statement.

Republicans also support, they thought that none has signed specific legislation because it has not yet introduced the legs. The representative John Moolenaar, who presides over the committee, supports the concept of monitoring locations and plans to meet with legislators both in the Chamber and in the United States Senate on possible legislative approaches.

“The Select Committee has a strong bipartisan support to demand that companies like NVIDIA build the monitoring of the location in their high -power ia chips, and the technology to do it already exists,” Moolenaar told Reuters.

The technology to verify the location of the chips would depend on the chips that communicate with a computer server that you want the time that it takes for the signal to reach the server to verify where the chips are, a concept that is based on the fact that the signals of the computer move at the speed of the meaning of the speed of the speed or the signals at the speed of the speed of the speed or the signals at the speed of the speed of the speed or the signals.

Tim Fist, former engineer and director of the emerging technology policy at the Washington Think Tank Progress Embacties Institute, said said follow -up would provide a general location at the country level for chips. But that is much more information than the Industry and Security Agency, the arm of the United States Department of Commerce for the application of export controls currently.

“Bis has no idea what records should be directed as a high potential priority to investigate once he has gone abroad,” said Fist. With the verification of the location, “now at least they have desired the set of chips that are in the world in the beginning that most likely have no bone smuggling and that guarantee a greater investment.”

The second legislative objective of Foster for the prevention of the IA chips when starting if they do not have a license licensed under the US export controls. It would be more technologically complex complex than the location verification, but said that the moment has come to begin discussions.

“We have enough information that I think we can have more detailed discussions with the real chip suppliers and modules to say:” How would this implement this? “” Foster told Reuters.
